Plumerias normally grow in tropical climates that are hot and humid. We have ship many plants to Arizona, Texas and Nevada. They will grow there but not in the ground. Do not use plastic pots or glazed pots. Use 5 gallon pots or larger. I would stick to dwarf plumerias and keep the soil on the moist side but the soil must be AIRY!
